Victim O'Rand busts out of Floating Prison No. 8 on a boat.

The Brave Police and the Commissioner discuss how he could have escaped such a heavily fortified prison.

Policemen chase Victim into a corner. He glances at his hand again, then lunges at the wall with his fist. He turns back, and gapes at the large hole he has made, wondering what on earth he is. Out of the blue, he clutches his head and screams in pain, a kind he has already experienced before.

The Brave Police were dispatched to capture Victim, but by then, he has escaped.

Victim lays writhing in pain beneath a bridge, wondering what is happening to him. His facial tissues start falling off.

The scene shifts to Noiva Fahrzeug (or however-you-spell-his-name!!) standing in front of a church, holding a clock and a rose.

Noiva:		The deterioration of amino acids which make up composite proteins cause progressive cell breakdown.
		Victim, it's time to make a decision.

Victim recalls that he is out on a mission to recover the Chieftain's A.I. units.

At the garage, Deckerd takes his leave from Yuuta. He is to join the search for Victim. Yuuta joins his neighors and Suzumi at Mr. Mudra's shop. They observe how Kashiwazaki is not being himself. Kashiwazaki pores over a book on robotics, unmindful of the cat beside him. Azuki stands beside him, not having her typically absent-minded reaction to his presence. Kashiwazaki calls Yuuta and asks him about Super A.I.

They return home, only to find Victim O'Rand waiting for them inside.

The police watch anxiously as Victim demands the police to hand over the Super A.I. units of Chieftain and the Brave Police in exchange. Shadowmaru fails to trace Victim. Victim gives them an hour to bring the goods to Tokyo Bay.

Victim checks the Tomonagas in the holding van. The pain recurs. He drives the van to the site of the trade. Noiva prods him on.

Back at the Decker Room, Deckerd suggets that his A.I. be removed. The rest of the Brave Police chime in, preferring to be destroyed right there than falling into Victim's hands. Mr. Azuma counters, saying that he had some troops on their way to Tokyo Bay. He does not want Super A.I. involvement to tarnish the police's reputation. Mr. Todo suggests hiding Deckerd's body near the site, in case they succeed not handing the units over. He has prepared an assembler and a team for the occasion.

At the pier and still writhing, Victim finally realizes he has become a cyborg. Meanwhile, Mr. Todo's and Mr. Azuma's teams assemble and stand by, while the Commissioner takes J-Roader and brings the A.I. units to the site. Victims takes the briefcase, and as expected, does not free the Tomonagas. He turns to Yuuta and grabs him by the neck. Mr Azuma's snipers hit Victim on the face. Victim drops Yuuta, then the snipers rain bullets on Victim.

Yuuta:		Victim... You're a cyborg!?
Victim:		Yes. I also found out just now.
		Apparently, I'm somebody's mechanical toy.
Commissioner:	What is going on?

Victim strikes Yuuta with Wolverine claws, but stops at the last moment. He too couldn't bring himself to do it, and wonders why. He flees the scene as Mr. Azuma's team fire at him nonstop. The A.I. units start sparking, sending a shock to Victim's hand, making him drop the briefcase. Victim jumps into the sea to evade the flurry of bullets.

Yuuta hugs the briefcase and rejoices.

Yuuta:		Thank goodness you're safe! You heard me, right?

Right then, a black Chieftain comes out of the water with a surprised Victim on his hand. Chieftain explains he's taking Victim to his maker, confirming Victim's suspicions. Mr. Todo's team spring into action and the Brave Police chase Chieftain. Chieftain easily dodges Duke Fire's sword and J-Decker's fire. Just as the rest of the Brave Police join in, Chieftain detaches his hand and self-detonates.

Victim recognizes Noiva, his ex-colleague at Excellent Co. Noiva narrates how he killed Victim O'Rand when he refused to cooperate and turned him into a cyborg. He reveals that Tony Crusader was just an alias, to evade the authorities. Victim sees why Noiva would go so far to destroy the Brave Police. Apparently, he knew about Noiva's mother, Eva Farhzeug.

Noiva's intent to avenge his mother turns into a generalized hate for the world. He then shoots Victim down.
