An unknown robot prowls the city, wrecking the car of an unsuspecting couple. The car's safety system sends an SOS signal, and Deckerd promptly responds. Deckerd catches a glimpse of a robot dog at the scene, but it escapes.

Meanwhile, the designer of the Brave Police's A.I. system, Ken Shinjo, is introduced.

Back in the garage, a puzzled Deckerd shows Yuuta his sensors' recordings. The robot dog registered only on his video camera, and not on any of his other sensors. Yuuta thinks it's a ghost.

The scene changes to the commissioner and Mr. Toudou studying the damaged car's SOS video transmission. The robot is revealed as the prototype BP-500X, Kagero. He has escaped, and is now making his presence known to the commissioner. The commissioner decides to capture Kagero without letting Yuuta or the Brave Police know about Kagero's existence nor the capture operation.

On a highway, Deckerd does his routine patrol. A jet greets him with a bump, and an argument ensues. Deckerd notes that like the robot dog, this jet employs stealth and registers only on his video camera. The jet leaves only message "Don't mess with Kagero." and darts off, leaving Deckerd standing there and causing a traffic jam.

Back in the city, Kagero continues destroying machines, including a talking traffic light, and a talking vending machine. Deckerd responds to reports of vandalism. As Kagero escapes, another appears in the form of a car in pursuit of Kagero. Mistaking one for the other, Deckerd tries to arrest him. The car transforms into a dog, and leaves the same message. Deckerd becomes upset.

At home, Yuuta and Azuki talk about the encounter. Azuki's sukiyaki pan announces that a meal is ready, and Azuki offers a ton of food to console Yuuta. Yuuta talks about how the Brave Police are upset, and Azuki inadvertently compares them to the talking sukiyaki pan.

Sukiyaki pan:	Have some!
Yuuta:		I'm alright, but the guys don't seem to be...
Azuki:		Going against talking robots was such a shock to them?
Yuuta:		They don't just talk. \N They have minds of their own.
		Which means, they're one of Deckerd's own kind.
		To think he had to arrest them...
Azuki:		But these thingies talk too.
Sukiyaki pan:	Have some!
Yuuta:		They just parrot \N what they're programmed to say!
		But Deckerd and the Build Team can think for themselves!
Azuki:		But...
Yuuta:		THEY'RE NOT THE SAME!

Suzumi defuses the argument, inviting Azuki to the Talking Electronics fair.

At the police headquartes, Vice-Commissioner Azuma insinuates that Mr. Toudou leaked out the technology.

Mr. Azuma:	But Engr. Toudou, only your plant \N is supposed to have super A.I. systems.
Mr. Toudou:	No, that was an accidental outcome \N of interaction between Deckerd and Yuuta.
Mr. Azuma:	So how did that 'accidental outcome' end up in a destructive robot?
		What are you hiding from us?
Commissioner:	Mr. Azuma, stop it.
		The developer himself, Mr. Shinjo, was opposed to giving them personalities.
		Which reminds me, \N you knew him from college...
Mr. Azuma:	Hey, Tomonaga, are you listening?
Dumpson:	He is checking Kagero's whereabouts at the moment.
Mr. Azuma:	I'm not asking you!
		Shut up, you talking machine!

Yuuta gets a hint, and suggests that Kagero could show up in that fair. As expected, Kagero was already there, with Azuki as hostage.

Outside the exhibition hall, Deckerd volunteers to rescue Azuki, while the robot dog butts in, taunts the Brave Police, and leaves to confront Kagero. Finally, the Commissioner and Mr. Toudou explain what was happening, and the robot dog introduces himself as Shadowmaru.

Shadowmaru finds Kagero clutching Azuki...

Shadowmaru:	You haven't gone insane, have you?
Kagero:		Shadowmaru, what's the difference between my life and hers?
		Which is more precious?
Shadowmaru:	Hers.
		We can always be revived.
Shadowmaru:	Kagero, nobody is trying to kill you.
Kagero:		Right. They'll just station me elsewhere, huh?
		It's death all the same.
Shadowmaru rescues Azuki and lets Kagero escape, provided that he promise never to show up again.

Meanwhile, Ken Shinjo waits for Kagero with a team of helicopters and stun rays. They capture Kagero as he escapes and remove his A.I. unit.

Later, Mr. Shinjo meets Mr. Azuma in a graveyard.

Mr. Shinjo:	The Brave Police do not need personalities.
		All they need is this, superior intellect. I will prove it to you.
Mr. Azuma:	Shinjo, what are you thinking?
Mr. Shinjo:	Soon, the Brave Police project will come to an end.

At the Decker Room, the Brave Police disapprove of Shadowmaru letting Kagero escape. Shadowmaru defends his decision, citing Kagero's promise. At that moment, a call comes in, another report of vandalism. This time, the Commissioner orders that Kagero be destroyed. Kagero emerges on a rooftop. Deckerd heads to the scene. As he was about to shoot Kagero, Shadowmaru, steps in between the two.
